Sealed Proposals Will Be Received by the Sponsor

Sealed Proposals will be received by the Sponsor, hereafter also referred to as the Owner, at the reception desk inside Morrow City Hall, 1500 Morrow Road, Morrow GA 30260 until Hour 2:00 PM January 30, 2020, for the construction of: Jesters Creek Trail Phase III GDOT P.I. NO. 0010725 The work to be done consists of the furnishing of all materials, labor and equipment for the complete construction of the Jesters Creek Phase III trail, including, but not limited to, erosion control, grading, subgrade preparation, concrete paving courses, signs, pavement marking, landscaping and all appurtenances. This project includes approximately 2380 linear feet of 10' wide, 5" thick concrete multi-use trail and the installation of an approximately 40' long and 12' wide non-vehicular clear span prefabricated steel truss bridge crossing East Jesters Creek. The proposed project includes approximately 65 linear feet of timber boardwalk and trail striping. The proposed trail is located adjacent to sensitive riverine and wetland areas and sensitivity in construction methods is required. The proposed project will conform to the provisions of the Americans with Disabilities Act. PROPOSALS WILL BE PUBLICLY OPENED AND READ at hour 2:00 PM on January 30, 2020, at inside the Court Room of Morrow City Hall at 1500 Morrow Road, Morrow, GA 30260. Drawings, Specifications and other Contract Documents may be reviewed at the location. Contract Documents are available electronically (as portable document format (PDF) files)and can be obtained by contacting Pond & Company, Ms Brooke Donahue at 678-336-7740, donahueb@pondco.com 3500 Parkway Lane, Suite 500, Peachtree Corners, Georgia 30092. Bid documents will be distributed via electronic pdf only. The documents are also available for review at the Morrow City Hall, Morrow, GA 30620. Files will be sent via email or other means of electronic file distribu¬¬tion. All proposals shall be accompanied by a Bid Bond in favor of Sponsor in the amount of at least five percent (5%) of the lump sum bid for the complete work: such Bid Bond representing that the Bidder, if awarded a Contract, will promptly enter into a Contract and furnish a Performance Bond and a Materials and Payment Bond as provided by the law and approved by the Attorney for sponsor. The Bid Bond shall be forfeited to the sponsor, Georgia as liquidated damages if the Bidder fails to execute the Contract and Performance and Payment Bonds within (10) days after being notified that he has been awarded the Contract. Performance and Payment Bonds are required as per GDOT Section 103.05. Performance Bond shall be equal to 100 Percent (100%) of the contract amount and Materials and Labor Payment Bond shall be equal to 110 percent (110%) of the contract amount. No submitted proposal may be withdrawn for a period of one hundred twenty (120) days after the closing time scheduled for the receipt of bids. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bids as indicated in the Bid Form. If the Contract is to be awarded, it will be awarded to the lowest reliable bidder whose proposal shall meet all the prescribed requirements. The lowest reliable bidder will be determined based on the sum of the base bid and any alternates selected by the Owner. The sponsor reserves the right to reject any one or all Proposals and to waive any formality or technicality and to award the Proposal as may be in the best interest of the Owner, or re-advertise for bids. Reference Section 1.3 "Information for Bidders" for bid submittal requirements. Potential Bidders shall submit a completed Statement of Bidder's Qualifications, DBE Goals Form, Federal Aid Certification, and Georgia Security and Immigration Compliance Act Affidavit Form with their bid. The CONTRACTOR will commence the work required by the CONTRACT DOCUMENTS within 10 calendar days after the date of the NOTICE TO PROCEED and will complete the same within 243 calendar days unless the period for completion is extended otherwise by the CONTRACT DOCUMENTS. The contract will include a performance provision which requires a deduction in accordance with GDOT Section 108.08 per day for each day exceeding the construction timeframe. The GDOT Standard Specifications Construction of Transportation Systems, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable Special Provisions and Supplemental Specifications apply to this contract. GDOT specifications govern over any conflicting requirements that may be found in the Contract Agreement. A Disadvantage Business Enterprise (DBE) goal of 13% applies to this project. Bidders submitting bids in excess of $2,000,000 shall be prequalified with GDOT. Bidders submitting a bid $2,000,000 or less shall be either prequalified with GDOT or a registered subcontractor with GDOT. All subcontractors including DBE firms are to be GDOT registered subcontractors or prequalified contractors. The City of Morrow in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in Federally Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. A non-mandatory pre-bid meeting to review the project will be held Thursday, January 16, 2020 at 2:00 PM, inside the Court Room at Morrow City Hall, 1500 Morrow Road, Morrow, GA 30260. The final day any questions will be accepted shall be Tuesday, January 21, 2020. The last day to issue a bid addendum will be Friday, January 24, 2020. 1-8/2020
