NOTICE OF INVITATION TO BID Project: PI 0010639 Atlanta BeltLine Eastside Trail Lighting Atlanta BeltLine, Inc. ("ABI") is seeking competitive sealed bids from qualified firms to provide construction services along the Atlanta BeltLine Eastside Trail, between Irwin Street and Monroe Drive. The scope of work consists of the installation of trail lighting and security cameras including, but not limited to, trenching, boring, foundations, electrical connections, laying conduit, fiber optic and copper cabling, setting poles and mounting fixtures and cameras. The GDOT Standard Specifications, 2013 Edition, GDOT Supplemental Specifications Book, 2016 Edition, and applicable special provisions and supplemental specifications apply to this project. The applicable GDOT specifications govern over any conflicting requirements that may be found in the agreement, supplemental general provisions, and general conditions. Sealed bids will be received by the Procurement Officer at 100 Peachtree Street NW, Suite 2300, Atlanta, GA 30303 (downtown in the former Equitable Building), until 1:00 PM, Thursday, July 11, 2019, and will be publicly opened and read at 1:05 PM on the same day. All late bids received after 1:00 PM will not be accepted. Bid packages must be identified on the exterior with the Project name, name of bidder, date and time of opening. Construction Drawings and Specifications will be available for downloading from ABI's website: https://beltline.org/procurement. There will no pre-bid meeting. The last date to submit written questions is Monday, June 24, 2019, no later than 3:00 PM. Questions must be submitted in writing by email to: knicholson@atlbeltline.org Responses to questions will be provided via addendum on Thursday, June 27, 2019, by 3:00 pm. ABI reserves the right to issue addenda at any time during the procurement process. Please check the website regularly for posted addenda and any other information related to the project. If Bidder is a business entity that was chartered outside the State of Georgia, the bid must be accompanied by proper certification stating that said organization is authorized to do business in the State of Georgia. No bidder may withdraw a bid within one hundred twenty (120) days after the actual date of the opening thereof. Bidder agrees to complete the work and services described in any contract resulting from an award within 180 calendar days from the date of the "Notice to Proceed." Bidder further agrees that ABI may retain from the monies which may become due based on GDOT Section 108.08 for each and every day that the completion of the work may be delayed. All bidders are required to submit a bid bond or certified check made payable to Atlanta BeltLine, Inc., in the amount of five percent of the total amount bid. The bid bond or certified check must be enclosed in the envelope with the sealed bid. The successful bidder will be required to furnish a contract Performance Bond of 100% of the contract amount and payment bond of 110% of the Contract amount as provided by GDOT Section 103.05 and provide insurance coverage as required by the contract documents. The bidder's bonding company must be licensed to do business in Georgia by the Georgia Secretary of State and the Georgia Insurance Department, and be listed in the Department of Treasury's Publication of Companies Holding Certificates of Authority as Acceptable Surety on Federal Bonds and as Acceptable Reinsuring Companies and have an A.M. Best rating of A-1 or higher. Bidders submitting bids over $2,000,000.00 shall be prequalified with GDOT. Bidders submitting bids $2,000,000.00 or less shall be prequalified or registered subcontractors with the GDOT. All subcontractors, including DBE firms, must be GDOT-registered subcontractors or prequalified contractors. All bonds must be submitted on forms provided by ABI. Agencies providing bonds and insurance must provide proof that they meet the criteria outlined in the bid and contract documents. ABI reserves the right to cancel any and all solicitations and to accept or reject, in whole or part, any and all bids when it is for good cause or in the best interest of ABI, or if any or all bidders are considered non-responsive/non-responsible, or if funding for the project is not made available. The procurement process may be revised at any time during the solicitation, evaluation, selection and negotiation phases leading up to an executed contract. ABI will not be responsible for any cost of the bidder associated with the preparation of its bid. The Atlanta Development Authority in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC 2000d42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. 6-13, 6-20/2019
