NOTICE OF PUBLIC HEARING REGARDING NOT TO EXCEED $130,000,000 RESIDENTIAL CARE FACILITIES FOR THE ELDERLY AUTHORITY OF FULTON COUNTY REVENUE BONDS (LENBROOK SQUARE FOUNDATION, INC. PROJECT) SERIES 2020 TO WHOM IT MAY CONCERN: You are hereby notified that on March 31, 2020, at 12:00 p.m., or as soon thereafter as the matter may be heard, in the 10th Floor Conference Room in the Fulton County Government Center, 141 Pryor Street SW, Atlanta, Georgia 30303, a Public Hearing will be held by the hearing officer of the Residential Care Facilities for the Elderly Authority of Fulton County on the proposed issuance of the following bonds (collectively, the "Bonds") and on the location and nature of the facilities to be financed and refinanced. The proposed bonds are Residential Care Facilities for the Elderly Authority of Fulton County Revenue Bonds (Lenbrook Square Foundation, Inc. Project) Series 2020 (the "Bonds"). The Bonds are to be issued in an aggregate principal amount not to exceed $130,000,000 in one or more series to (i) finance, refinance, and reimburse the costs of acquiring real property and the costs of acquiring, constructing, furnishing and equipping an expansion of the continuing care retirement community known as Lenbrook (the "Community"), expected to include 53 new independent living units, new program and event areas, a new 119-space parking garage, greenspace, and improvements to the means of access and egress to and from the Community (the "2020 Project"), (ii) pay costs of capital improvements to the existing Community, (iii) fund interest on the Bonds, (iv) fund reserves, and (v) pay the costs of issuance of the Bonds. The 2020 Project being financed, refinanced and reimbursed is located at 3747 Peachtree Road, NE, Atlanta, Georgia, within the corporate limits of Fulton County, Georgia. The Project is owned and operated by Lenbrook Square Foundation, Inc., a Georgia nonprofit corporation. The Public Hearing is for the purpose of providing a reasonable opportunity for interested individuals to express their views, both orally and in writing, on the plan of finance, the proposed issuance of the bonds, and on the location and nature of the facility to be financed. THE BONDS SHALL NEVER CONSTITUTE AN INDEBTEDNESS OR GENERAL OBLIGATION OF THE STATE OF GEORGIA, FULTON COUNTY, OR ANY OTHER POLITICAL SUBDIVISION OR AGENCY OF THE STATE OF GEORGIA, BUT SHALL BE PAYABLE SOLELY FROM FUNDS PAID BY LENBROOK SQUARE FOUNDATION, INC. AND SHALL BE SECURED BY COLLATERAL FURNISHED BY LENBROOK SQUARE FOUNDATION, INC. All interested persons having views on the proposed issuance of the Bonds or the nature or location of the 2020 Project may express such views, either orally or in writing, at such hearing. O.C.G.A. SECTION 36-82-100 REQUIRES AN AUDITOR, CONSULTANT OR OTHER PROVIDER TO CARRY OUT A PERFORMANCE AUDIT OF THE EXPENDITURE OF THE PROCEEDS THE BONDS. IN ACCORDANCE WITH PARAGRAPH (e) OF O.C.G.A.
