ENVIRONMENTAL PROTECTION DIVISION PUBLIC NOTICE Notice of Modification of a National Pollutant Discharge Elimination System (NPDES) Permit to discharge treated wastewater into the Waters of the State of Georgia The Georgia Environmental Protection Division (EPD) has received a request for the modification of an existing NPDES permit. Having reviewed such request, the Environmental Protection Division is proposing to modify the following permit, subject to specific pollutant limitations and special conditions: City of Atlanta, 72 Marietta Street NW, Atlanta, Georgia 30303, NPDES Permit No.GA0039012 for the R.M. Clayton Water Reclamation Center located at 2440 Bolton Road, N.W. in Atlanta (Fulton County), Utoy Creek Water Reclamation Center located at 805 Selig Drive, S.W. in Atlanta (Fulton County) and South River Water Reclamation Center located on 2640 Jonesboro Road, S.E. in Atlanta (Fulton County). Up to 188 MGD of treated domestic wastewater is being discharged to the Chattahoochee River in the Chattahoochee River Basin. The permit is being modified to include language for an approved Sludge Management Plan to deliver sludge to another permitted facility for further treatment and ultimate disposal. Only the conditions subject to modification are open to public comment. Persons wishing to commentupon orobjecttotheproposed modifications areinvitedtosubmitsame inwriting tothe EPD address below, or via e-mail at EPDcomments@dnr.ga.gov no later than later thanthirty (30) days afterthis notification. If you choose to e-mail your comments, please be sure to include the words "NPDESPermitModification- RM. Clayton, Utoy Creek, and South River WRC- GA0039012 (Fulton County)"in the subject line to ensure that your comments will be forwarded to the correct staff. All comments received prior to or on that date will be considered in the formulation of final determinations regarding the application. A public hearing may be held where theEPD Director finds a significant degree of public interest in a proposed permit or group of permits. Additional information regarding public hearing procedures is available by writing the Environmental Protection Division. A copy of the sludge management plan is available by writing the Environmental Protection Division.
