Notice of Public Comment Period Proposed Plan Burial

Notice of Public Comment Period Proposed Plan Burial Site No. 3, FTG-09 Fort Gillem, Forest Park, Georgia The Department of the Army invites the public to review and comment on the Proposed Plan (PP) for Burial Site No. 3, FTG-09, at Fort Gillem in Forest Park, Georgia. The PP presents the U.S. Army's (Army) Preferred Remedial Alternative that addresses contaminated soil and groundwater at FTG-09. The PP describes investigations, cleanup activities, and risk to human health at the FTG-09 Site. The PP is issued by the Army as the lead agency for cleanup at the FTG-09 Site in cooperation with the Georgia Department of Natural Resources, Environmental Protection Division, as support agency, and in accordance with the public participation requirements of the Comprehensive Environmental Response, Compensation, and Liability Act (42 U.S.C. 9601 et seq. as amended) Section 117(a) and under 40 CFR Section 300.430(f)(2) of the National Oil and Hazardous Substances Pollution Contingency Plan. The Army's Preferred Remedial Alternative at the FTG-09 Site includes On-Post Source Area and Off-Post Groundwater South of FTG-09. The Preferred Remedial Alternative for the On-Post Source Area is Chemical Oxidation. Chemical Oxidation consisted of the injection of chemical oxidants into the subsurface to destroy contaminants in soil and groundwater and this component of the remedy was completed in 2020. The Preferred Remedial Alternative for the Off-Post Groundwater South of FTG-09 is Enhanced Bioremediation with Monitored Natural Attenuation and Institutional Controls. Enhanced Bioremediation consisted of injecting nutrients and contaminant degrading microorganisms into the subsurface to enhance the biodegradation of contaminants in groundwater and this component of the remedy was completed in 2018. Natural attenuation is defined as a variety of physical, chemical, and biological processes that, under favorable conditions, act without human intervention to reduce the mass, toxicity, mobility, volume, or concentration of contaminants in groundwater. Groundwater monitoring and institutional controls will be implemented and monitored to achieve protection of human health and the environment until groundwater concentrations meet federal cleanup criteria. Interested members of the public may review and comment on the PP during a 30-day Public Comment Period, from February 22 to March 23, 2023. Written comments on the PP may be sent to Dr. Tom Lineer, BRAC Program Manager, at thomas.a.lineer.civ@army.mil. Comments must be received no later than midnight of the last day of the comment period to be considered. The Army will schedule a public meeting should the public express sufficient interest. The public will be notified of the date, time, and location of the meeting through a notice in The Atlanta Journal Constitution. 2-21-23
